will a hard drive read if you change the internal hard disks ...same manufacturer and same size hdd?

ita a wd2500jb-00read ie:western digital 250 GB my book . the pcb fried from an external power source but i NEED the data back and i CANT send it to a data restoration company .. is there any place to buy the same pcb with the same DCM or plainly just get it to work ?

DO NOT ATTEMPT THIS. Your data will be lost forever. A physical platter of a hard drive is nothing but rust on a disc of metal. This would require a clean room and bunny suits at a minimum, lets not even talk about the tools and gadgets you would need to move the platters (fingers spell LOST DATA).
