Did you have the battery unhooked or was the battery dead prior to your inspection? Or did you have a check engine light cleared? These are the only reasons they should be "not ready" The only way to get monitors ready is to drive your car.
As for the guy who said take it to somebody who wont check, this is false. The NSYVIP computer checks all by itself, there is no way around it.
